When I read that you heard a pop when you plug in your rig to the new outlet, I knew it was a bad electrician job. It is actually very common cause of failure for the brown box, that people at ProgressDynanamics and Parallex pretty much will say whenever someone send them a blown up brownbox. It is one of the most common electric mistake that resulted in dead equipment/fire/people.
It is 100% the electrician fault. I would not take any responsibility as the owner if the electrician messed up circuit like that. Any licensed electrician worth his/her salt should know the difference between a NEMA TT-30 from a NEMA 10-30 or a 6-30. You are paying for his expertise, his license, etc., and if he can not do it safely, per the code, then it is not what you are paying for. I would ask him to reimburse you for your damaged equipment.
Edit: Maybe I am too harsh on contractors, but If I have an electrician that messed up like that, I would ask him/her to pay for a second electrician to "finish" the install. No way I am going to have faith to let him touch my stuffs again after this. BTW, the fact that you asked him to "finish" his job actually show that you are very brave.

That's irrelevant in this case. Sparky knew enough to install the correct outlet otherwise he wouldn't have been able to plug in (unless he was really, really strong). I highly doubt that would fly. If anything, they'd probably just walk away without pay. What's puzzling to me is that the outlet and/or packaging had no mention of voltage. The power posts that I've used (and bothered to inspect) had the voltage molded into the front of the outlet.

Electrician coming back this week to correct the wrong, I'll give him one shot and if I feel he is over his head or its not working then we go to plan B. He works for reputable local firm and I didn't want to bring his employer in unless absolutely necessary.
I get the comments above but at end of day trying to chase down a few hundred and going after him and/or his employer just isn't worth it to me for that amount. Maybe they would have paid in full with no issues but assuming we get installed right the first time, I am happy camper.
I thought agreement fair.

I am sure he will do a fine job after this. For my house, I have them put a NEMA 14-50 receptacle on it, so that I can use it to power an EV once I get one, or if I get a bigger rig. I use a 14-50 to TT-30 adapter when I attach my Chinook to it. There is not much difference in labor and parts between the two options, and it is more versatile for the 14-50 and less chance for mess up since they are more familiar with it.
BTW, it is possible that the charger can be repaired if the only parts that blew was the capacitors. Which brand is it?
The transfer switch is much cheaper component, and I have never troubleshoot one. For most manufacturer, they usually do not bother with repair and toss them out.

Update - all is well:)
Parts came in quickly and electrician stopped over a few days later. Replacing power center and transfer switch was pretty straight forward. It took awhile just due to number of wires and double checking it was all done correct. Upon testing o/h lights didn't work but slid out power center, reset those wires and pushed back in and...boom on came the lights:)
Huge lesson learned and now I have quality surge protector to make sure this doesn't happen again.

Chin, I did wonder about this but pop I heard was loud and I wasn't sure if damage went into power center. We could have just put in transfer switch and tested but even if it worked there could have been damage in power center that we would risk showing up later.
